After you reboot to Windows 7, you are still lock.
On the logon screen, on the lower left corner, there's a small icon. Click that icon and a window will pop up.
Select or check, "On Screen Keyboard" click "Apply".
Amazingly, CMD will open instead of a Virtual Keyboard. That is the reason why we rename the cmd as osk.exe, to access the Command Prompt. ;-)
Now, on Command Prompt, Type "compmgmt.msc" and press Enter.

The Computer Management window will open.
Click "Local Users and Group" then click "Users".
On the right side, click the Account that you are going to unlock.
In my case, im going to unlock the "Rhai" account. I Click "Rhai".
On the right side, you will see "More Action" click it, and click "Set Password". See picture bellow.

A prompt will appear, just click "Proceed".
This window will appear and you can now set a new password for your locked computer!
Set and confirm your new password,
Click OK.
Congratulations! Your computer can now be access again! ;-)
THINGS TO REMEMBER:
Reboot your computer to Ubuntu again. You have to rename back the "osk.exe" to "cmd.exe" and "1osk.exe" to "osk.exe" to prevent encountering problems in the future.
